In a large bowl, toss the beef chuck roast with flour, 1/4 teaspoon salt, and 1/4 teaspoon pepper until evenly coated. (5 minutes)

Heat the vegetable oil in a large, heavy-bottomed pot or Dutch oven over medium-high heat. Add the beef and cook, turning occasionally, until browned on all sides. (5 minutes)

If using, pour the red wine into the pot, scraping up any browned bits from the bottom. Simmer until the alcohol evaporates, about 3 to 4 minutes. (4 minutes)

Stir in the beef broth, rutabaga, onion, carrots, celery, garlic, bay leaves, herbes de Provence, and the remaining 1/4 teaspoon salt and 1/4 teaspoon pepper. Bring the mixture to a boil, then reduce the heat to low, cover the pot, and simmer until the beef and vegetables are tender, about 30 to 40 minutes. (40 minutes)

Remove and discard the bay leaves before serving. Taste and adjust seasoning as needed.

For a richer flavor, consider searing the beef in batches to avoid overcrowding the pot.
If you don't have herbes de Provence, you can substitute with a mixture of dried thyme, rosemary, and oregano.
Serve this stew with a crusty bread for dipping into the delicious broth.
The stew can be made ahead of time and reheated. The flavors will meld even more overnight.
