In a large skillet or pot, brown the ground beef over medium-high heat. (5-7 minutes)
Add the chopped onion and bell pepper and cook until softened. (3-5 minutes)
Stir in the Italian seasoning, salt, and pepper. Add the tomato paste and water, bring to a simmer, and cook for 15 minutes, stirring occasionally.
In a mixing bowl, combine the ricotta cheese and beaten egg. Mix well and set aside.
