In a large saucepan, cover potatoes with water by 2 inches. Add salt and bring to a boil over high heat. Cook until fork tender (approximately 12 minutes), then drain.

Allow potatoes to cool slightly until easy to handle. Cut each potato in half lengthwise, resembling the shape of an egg. Use a small measuring spoon or melon baller to carefully scoop out the center of each potato half, leaving a 1/8-inch border. Transfer the scooped potato flesh to a bowl.

Using a fork, mash the potato flesh until smooth. Incorporate mayonnaise, mustard, relish, green onions, and pepper. Season with salt to taste. Spoon or pipe the mixture back into each potato 'shell'.

Sprinkle generously with paprika. If desired, garnish with chopped chives. Serve immediately, or refrigerate until ready to serve.

For a smoother filling, use a potato ricer or food mill to mash the potato flesh.
Add a dash of hot sauce or a pinch of cayenne pepper to the filling for a spicy kick.
To prevent discoloration, toss the scooped potato flesh with a squeeze of lemon juice before mashing.
